The Vietnam Chamber of Commerce and Industry is a national and independent organization of the Vietnamese business community. It is devoted to accelerating socio-economic development of the country and promoting commercial, economic and technological co-operation between Vietnam and the rest of the world, on the basis of equality and mutual benefit.

The Vietnam Chamber of Commerce and Industry, originally named Chamber of Commerce of the Democratic Republic of Vietnam was founded in 1963 in Ha Noi to serve the promotion of trade between Vietnam and the rest of the world. In 1982, the Chamber was renamed itself the Chamber of Commerce and Industry of the Socilaist Republic of Vietnam.

Functions:
- To represent the Vietnamese business community for the promotion and protection of the lawful, legitimate interests of the business community and employers in Vietnam in domestic and international relations.
- To promote the development of business enterprises, entrepreneurs, the co-operation among business entities and to offer assistance in trade and investment, economic and technological co-operation and other business activities of enterprises in Vietnam and abroad.
Tasks:
- To collect and study the views and suggestions of business enterprises for reflection, recommendation and advice to the State on legal matters and economic policies for the improvement of the business environment;
- To participate in the formation and implementation of the strategy for socio-economic development and international economic integration, to participate in the conferences and missions for economic and trade negotiations in line with State regulations;
- To facilitate forums, dialogues and meetings between business enterprises, employers and governmental agencies, between business enterprises and the representative of employees and other relevant domestic and foreign organizations for the exchange of information and views on matters relating to business environment;
- To conduct necessary activities for the protection of the legitimate interests of business enterprises and employers in domestic and international business relations;
- To organize activities for the promotion and encouragement to business enterprises on the strict observance of laws, improvement of social accountabilities, good business ethics and culture and sound working relations, protection of environment and participation in other social activities in line with the Chamber's objectives;
- To assemble and align with business associations in Vietnam, to co-operate with chambers of commerce and industry and relevant organizations of other foreign countries, to join international and regional organizations in line with the objectives of the Chamber and to help business enterprises participate in those organizations' activities.
- To conduct activities for the development, promotion and improvement of the reputation of the business enterprises, entrepreneurs, commodities of Vietnam; to promote business supporting services; to assist businesses in developing trade and investment relations in Vietnam and abroad through such approaches as: match-making, seeking partners, providing information, guidance and consultancy to businesses; organizing study, market research, seminars, conferences, trade fairs, exhibitions, advertisements, and other promotion activities;
- To organize training activities in appropriate forms to develop the human resources for business enterprises, to help entrepreneurs enhance their knowledge, management skills and business capacity;
- To help in the registration and protection of intellectual property and technology transfer in Vietnam and abroad;
- To issue Certificates of Origin for Vietnamese export commodities and to certify other necessary commercial documents, and the cases of force majeure;
- To help domestic and foreign business enterprises in settling discrepancies, disputes through negotiation, mediation or arbitration, and to conduct in general average adjustment, if requested;
- To conduct other activities which are assigned by the Vietnamese State or other organizations.

DECISIONS OF THE GOVERNMENT PRIME MINISTER ON WORK RELATIONS OF GOVERNMENT ORGANS AND VIETNAM CHAMBER OF COMMERCE AND INDUSTRY |

- The Ministries, ministry-level organs and organs under the Government (hereinafter reffered to collectively as Government organs) shall have the responsibility of creating favourable conditions and rendering assistance to Vietnam Chamber of Commerce and Industry for the discharge by the latter of its function and tasks set in the Statutes appvoved by the Government Prime Minister under Decision No.203-TTG dated 27 April 1993.
- Vietnam Chamber of Commerce and Industry shall have the responsibility of offering its own suggestions and advice to Government organs and People’s Committees of provinces and cities under central authority in the drafting and organized implementation of economic institutions and policies for the purpose of improving the business environment, providing appropriate guidance and assistance and creating favourable conditions for the operation of business enterprises in all sectors of ownership.
- Vietnam Chamber of Commerce and Industry shall have the responsibility of collecting the views and suggestions of the business community for report to the Prime Minister and organizing contacts between representatives of business enterprises and Government organs for disscussions on matters concerning the activity of the business community.
- The President of Vietnam Chamber of Commerce and Industry shall be invited to take part in Government meetings where the relevant matters are discussed.
- Where necessary, the Prime Minister may delegate power to Vietnam Chamber of Commerce and Industry or otherwise, through the latter, to carry out certain Government tasks aimed at developing economic and trade relations with non-governmental organizations in other countries and with those countries with which Vietnam has not yet established diplomatic relations.
- The ministry of Commerce, the State Planning Committee, the State Committee for the Co-operation and Investment and the Ministry of Foreign Affairs shall have the reponsibility of close co-ordination with Vietnam Chamber of Commerce and Industry for organizing effective trade and investment promotion.
- Government organs and People’s Committees and provinces and cities under central authority shall have the reponsibility of making available to Vietnam Chamber of Commerce and Industry all statutory documents and other necessary information for the proper discharge of its functions and tasks.
- Vietnam Chamber of Commerce and Industry shall be authorised to set up branches or representative offices in the country and abroad and to establish and develop relations with non-governmental organizations, associations and other institutions of foreign countries and international organizations, in conformity with its stated objective.
- The President of Vietnam Chamber of Commerce and Industry shall have the authority of appointing members of the working personnel of the Chamber for work and study abroad and of inviting foreign businessmen, investors and researcher’s for work in Vietnam in accordance with Government regulations currently in force.

Established on February 27, 1992, VCCI Cantho operates in 13 Mekong Delta provinces including An Giang, Bac Lieu,
Ben Tre, Ca Mau, Can Tho city, Dong Thap, Hau Giang, Kien Giang,
Long An, Soc Trang, Tien Giang, Tra Vinh and Vinh Long.
VCCI Cantho is located at Mekong Delta Trade and Investment Promotion Center Building, No.12 Hoa Binh St., Ninh Kieu Dist., Cantho City.
The building has been used to support enterprises in the Mekong Delta for trade and investment promotion. The building is also a venue for international, national and regional conferences and a business meeting point and a product showroom of regional enterprises .
The number of VCCI members in the Mekong Delta up to
July 31, 2010 is 802.
